He has extensive experience on Green and Affordable Housing and Community Development including managing and teaching large HUD affordable housing programs nationally across the USA and internationally. Applying multi-cultural and affordable housing best practices for USA families, David Hoicka has worked on programs of all sizes, revitalizing and/or managing affordable housing and community development programs for thousands of families. David Hoicka increases agency effectiveness at delivering cost-effective services. For example, this includes Energy Performance Contracts (EPC) to increase energy efficiency and reduce costs for thousands of units. David Hoicka prepares financing and capital budgets, energy efficiency, renewable energy, historical preservation, green space preservation. David Hoicka also has developed affordable housing policies for multi-cultural mixed-income communities. He has developed key strategic partnerships with local citizens, government bodies, nonprofit and community organizations to focus efforts of diverse groups onto common goals.
