Eligible applicants are public housing authorities (PHAs), local governments, nonprofits, tribal entities and for-profit developers that apply jointly with a public entity. Applications must present a plan to revitalize a severely distressed public and/or HUD-assisted multifamily housing project located in a distressed neighborhood into a viable, mixed-income community. Rental Assistance Demonstration (RAD)

David Hoicka is a Senior Executive for Affordable Housing Programs



           David Hoicka has goals for increasing multicultural communities that work. He has extensive experience on Affordable Housing and Community Development including managing and teaching large HUD government housing programs nationally across the USA and internationally.

           Applying multi-cultural and international best practices to enhance affordable housing, David Hoicka has worked on programs of all sizes, developing and managing affordable housing and community development programs ranging from smaller developments to thousands of families.

           David Hoicka works to build positive agency image with enhanced Media relations. This includes overseeing about $12.7 million in redevelopment for thousands of public housing units, utilizing contract procurement and force account.

           David Hoicka works to improve relations with stakeholders such as Media and Public, other government agencies; preparing Public Relations plans and options. David Hoicka reviews capital budget modernization & construction plans.

           He has developed key strategic partnerships with local citizens, government bodies, nonprofit and community organizations to focus efforts of diverse groups onto common goals. David Hoicka has served with neighborhood groups on community boards for affordable housing and community development.

           He has worked on homeownership for social housing, as well as jobs, educational, medical, and other facilities. David Hoicka's work involved establishing objectives and performance goals, monitoring progress toward their achievement and setting priorities based on changing requirements.
